Terms of Reference – Physical Planner

Background

The African Centre for Technology Studies (ACTS) is a pioneering development research think tank that focuses on harnessing applications of science, technology and innovation policies for sustainable development in Africa.

ACTS is a partner of the Africa Centre of Excellence for Sustainable Cooling and Cold-Chain (ACES). ACES is a consortium of several partners and is a first-of-its-kind Centre dedicated to sustainable, smart cold-chain, cooling, and post-harvest management (PHM). ACTS is partnering with ACES to set up the first ever Community Cooling Hub (CCH) which is a systems model that seeks to aggregate and integrate sustainable refrigeration and thermal energy-efficient cold chain solutions for food, health and vaccines.

The CCH cold chain infrastructure is a seamless network of multiple end-to-end cold chain technical solutions to sustainably (economically, environmentally and socially) meet a broad range of cooling needs across multiple sectors in developing rural communities.

The CCH is to be established on a piece of land owned by Kiriita Dairy Farmers Cooperative Society Limited (KDFCSL). The piece of land measurers 0.080 hectares or 0.1977 acres with Title No.: Lari/Kirenga/550, Kirenga Githirioni Road, Kirenga Location, Lari Sub-County, Kiambu County.

Scope of Work

In order to achieve this, ACTS requires the services of a physical planner to aid in the application and requisition of a change of user of the current land from agricultural to light industrial to allow the project to proceed. 

The Physical planner will be required to aid the change of user through:

  1. Advertisement and Recommendations: Facilitating an advertisement and the collection of recommendations from members of the public and relevant line ministries, through the County Government.
  2. Public Notices: Placing public notices regarding the proposed change of user on daily newspapers, inviting objections from the public.
  3. Prepare the Planning Brief/Report: Preparing a planning brief/report for the site explaining the alignment of the change of use with planning policies and its lack of adverse effects on the land and neighbouring properties and submitting the same to relevant offices for approval.
  4. Prepare all documents required for issuance of change of user license.

The consultant activities will be supervised by the Project Implementation Unit of ACTS and provide project update as required.

Deliverables and Timelines

  1. Submit printed copy of the report
  2. Change of user license for the project
  3. The project should take a maximum of 8 weeks

Qualifications and Experience

  1. Have a bachelor’s degree in any of the following disciplines: Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution and be registered by the Physical Planners Registration Board.
  2. Must have minimum of three (3) years of practical post qualification experience in environmental studies of infrastructural projects and 2 years on similar assignments

Remuneration and Schedule of Payments

  1. Lowest priced and technically acceptable bid
  2. ACTS shall pay a deposit of 70% upon contract signing and the remaining balance of 30% upon receiving the relevant approvals from the Kiambu County Government.

Evaluation Criteria

  1. Valid practising licence
  2. Experience of the firm/individual relevant to the assignment
  3. An outline of the activities to be completed with timeline development and the delivery of the components as the TOR

Recommended Presentation of Offer

Interested candidates must submit the following documents:

  1. Personal CV indicating all past experience from similar projects
  2. Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology, if applicable, on how they will approach and complete the assignment
  3. Financial Proposal indicating all costs for the project. Provide detailed itemized consultancy fees/costs (An outline of the cost of completing the activities)
  4. Validity period of quotations
